This unusual looking device is a Hi-Mound Manipulator MK-703 Bug/Dual Paddle/Iambic Morse Key.
Label on the metal key shows it was manufactured by the Hi-Mound Elector (probably Electro) Co.Ltd, Japan some time in the period 1980s-90s. The company was formed during WW2 and is still in existence today.
This one is in very good cosmetic condition and has been home-mounted on a heavy metal base for ease of use. There are a few scuffs and scratches commensurate with age and use. It is unboxed.
